Preferred Program Evaluations has designed and performed single- and multi-year evaluations for colleges, public school districts, non-profits, and private foundations. We have evaluated behavioral intervention programs that employ a holistic approach to educational, personal, and community development, as well as initiatives designed to increase STEM scholarship and persistence.
To help each project serve its participants and the greater community to the fullest capacity, Preferred Program Evaluations typically completes a process and outcome evaluation. Using a holistic evaluation design, we draw upon the most suitable methodology for a given project and present a complete picture as it takes shape over the performance period. The evaluation process is intended to foster a dialogue among stakeholders, contribute to project improvement through the provision of data-driven recommendations, and make a case for sustaining a project once the current funding stream has been exhausted.
OUR TEAM
Principal Consultant, Blake Urbach, M.S., has been conducting program evaluations and social science research for over 18 years. In addition to serving as the lead evaluator for dozens of grant-funded projects, she has provided technical assistance and strategic planning services to non-profits, authored multiple peer-reviewed academic publications, and presented nationally on topics related to community collaboration.
Blake has taught as an Adjunct Instructor in the Department of Criminal Justice & Legal Studies at the University of Central Florida (UCF), is a charter member of the Institutional Review Board (IRB) of Valencia College, and a current member of the American Evaluation Association (AEA), Southeast Evaluation Association (SEA), Council on Undergraduate Research (CUR), and Women in CyberSecurity (WiCyS).

Preferred Program Evaluations is based in Central Florida and serves educational institutions nationwide. We collaborate with our clients from pre-award proposal development to post-award project management. Preferred Program Evaluations is certified by the State of Florida’s Office of Supplier Diversity as a woman-owned business enterprise.
